It's back to the drawing board for Town staff as they rework the first part of the Town of Oakville's municipal lighting strategy and policy study. The revised draft is expected to come back before the Community Services Committee in January. No specific date has been set. Town staff has been working since the summer on part one of the study, which deals specifically with municipal lighting of existing sports fields. It went before the Community Services Committee on Tuesday night, but several hurdles resulted in a deferral. Domenic Lunardo, commissioner of community services with the Town, was unable to attend the meeting and could not present the report. This left committee chair, Ward 6 Councillor Tom Adams, to initially defer the presentation and possible approval to the Dec. 8 meeting. However, disapproval of the study from several community members, particularly the Southwest Central Oakville Residents Association (SCORA), led Mayor Rob Burton to introduce a successful motion for Town staff to do further research and revisions. One of SCORA's main concerns was the absence of technical information and measurements of light pollution in the study. "We are deeply troubled by the quality of the report, specifically the lack of understanding of light technology and the total absence of science or engineering in the report, and, yet, you as council members are being asked to make a decision when we don't feel you have the information in front of you," said Lawrence Quinn, a SCORA member. As a result, Burton's motion requested Town staff create a draft bylaw to regulate the impacts of light trespassing on residential properties located near lit school playing fields. The mayor incorporated SCORA's suggestions by asking that the creation of this draft bylaw include consulting the LEED Canada SSc8 publication and Peter Hiscocks. The latter is a former electrical engineering professor at Ryerson University, known for his expertise on light pollution, according to SCORA. Burton also asked that staff identify options for reducing the amount of light trespassing on residential areas from existing lit playing fields when an upgrade is being considered. An example of this would be the upgrade planned for the already lit Bronte Athletic Park. Approximately 40 people turned out for the committee meeting. Nine speakers expressed opinions on the study, with the majority arguing that field lights have no place on fields in preexisting neighbourhoods.
