Theres only one taxpayer and you pay for all the taxes for all the levels of government, he said. What is going to drive our decision making is which level of government can do it most economically, he said. Further, he said the Province downloaded several expenses onto municipalities after the Jean Chren Liberal federal government downloaded some of its costs onto the provinces. He said the Dalton McGuinty government has added costs to municipalities through its bro- ken arbitration system, the HST and by stripping local decision- making powers. While doubling Ontarios debt in his time at the helm, Scott said McGuintys promise to upload another $500 million will mean an increase of taxes somewhere. Our plan changebook makes a number of commit- ments to help municipalities across Ontario, including fairer distribution of the gas tax reve- nue and mining tax revenues, Scott said in a statement. We will restore local deci- sion-making powers taken away by Dalton McGuinty. We will invest $35 billion in new infra- structure spending and fix Dalton McGuintys broken arbi- tration system.
