The seven WWTPs, owned and operated by Halton Region, currently generate approximately 11,000 dry tonnes of anaerobic biosolids per year. The purpose of the Master Plan was to evaluate biosolids management methods, and to recommend a strategy that ensures the program's long term sustainability to the year 2031. The Process The Master Plan was conducted in accordance with Phases 1 and 2 of the Municipal Class amended in 2007 and 2011). The Class EA process included consultation with regulatory agencies, stakeholders and the public, including two Public Information Centres that were held during the study. Preferred Biosolids Management Strategy the Preferred Biosolids Management Strategy includes the following: 1. Continue Halton's Land Application program to the extent that costs are controlled and 2. Investigate Composting opportunities to enhance Halton's land application program. 3. Region to diversify the Strategy. Following this Class EA process, more detailed studies and discussions will be required to implement these components of the strategy, including potential additional approvals under changes in regulations, policies and guidelines, advances in technology and cost, including incorporation into the long term Strategy.
