"So that changes the amounts," said Lalonde. Town council members also differed in the amount of expenses they claimed for professional development with Ward 2 Councillor Pam Damoff claiming the most at $2,956, followed by Ward 5 Councillor Jeff Knoll with $2,794, and Ward 3 Councillor Full Delivery: Smart Source Dave Gittings with $2,785. Bird claimed the smallest amount with $190. In her report to the committee, Lynn Horlor of the Town's Financial Operations, said each councillor has $3,700, which they can use at their discretion for community outreach and professional development. Overall, she said, this budget provision was under spent. "Usually this is spent on little events that take place in the ward. So they might have a breakfast for a group of people in the ward. They might have to pay for coffee at an information session," said Lalonde. "Sometimes they have events in parks and they may have to buy a licence to use the park." Lalonde said this allowance would also cover expenses incurred by the councilors when they attend Association of Municipalities of Ontario (AMO) conferences. In 2007, Burton's salary and benefits stood at $111,400 while most councillors received a little more than $50,300 each.
