It will now take Halton's growth into consideration. "This is the first government that is putting money where the growth is," said Flynn, a past president and former board member of the Halton CAS. "Pressures had been placed on the Halton CAS to deliver services to more people with the same amount or just a little more funding. The new system will be responsive to the needs of changing communities like Halton that will better position the child welfare system to achieve improved outcomes for children and youths." Flynn said he had called on the provincial government to consider population growth when allocating funding and had written to the Minister of Children and Youth Services following a meeting with the Halton CAS last November. "We are very pleased the Halton CAS will be recognized for population growth and look forward to future stability in our funding," said Nancy MacGillivray, executive director of the Halton CAS. "We would like to thank Kevin for his continued advocacy efforts on behalf of the society." Flynn said it allocates funds more predictably and transparently, based on socio-economic need and volume of activity. Like hospitals and schools, Flynn said, funding will be based on current and future needs. The Ministry of Children and Youth Services was working with the CAS as the new funding model neared its implementation date of April 1. "Provincial governments have not connected funding with growth in the past so I am pleased to see this changing with a new approach," said Flynn. "The government is recognizing the issues facing children's agencies like the Halton CAS and listening to the most vulnerable in our community." Kevin Flynn Oakville MPP WE WILL TAKE CARE OF YOU!
