Dushko said the provincial act is reserved for extremely serious bite cases and for repeat offenders whose dog has been involved in multiple biting incidents. She also recommends all dog owners obey municipal bylaws and keep their dogs on leashes when outdoors. Dushko recommended against the use of extendable leashes stating a lot can happen in the time it takes to reel the dog in. For large dogs, it is important for the owner to have control, Dushko said.
