Consulting firm cleans up on environmental awareness By Howard Mozel OAKVILLE BEAVER STAFF While Jacques W hitford Environment Ltd. is a national firm with a local focus, it also never loses sight of the global implications of its work. According to Area Manager Dave Harper, the North Service Road West company provides a variety of environ mental consulting services, including site assessment, geotechnical and eco logical engineering, remediation, pollu tion prevention, environmental and risk management, wastewater management and more. According to Harper, the highgrowth industrial corridor encompass ing Oakville, Burlington, Milton and beyond is home to some of Ontario's most progressive companies concerning issues such as waste management and cleanup. In order to better respond to this movement toward "greener" operations in Halton. Jacques Whitford -- which employs more than 800 people world wide -- opened its Oakville office in May 2001. Since then, it has grown by more than 40% to deal with the demands of new and existing clients in the petrochemical, manufacturing, retail and processing sectors. "Generally there's increased aware ness since major events like Walkerton," says Harper. "Our client base is growing as more companies are exercising due diligence more than ever." With the environment becoming more o f a priority for businesses. Harper said many consultants in the field, including Jacques Whitford, are doing quite well. Important local clients range from Petro-Canada and Nalco Canada to Tim Hortons and Wendy's Restaurants. The company is also work ing along both school boards on the school mould issue. "Everyone's thinking of the environ mental issues they have to contend with," Harper adds. A primary area for projected growth is pollution prevention (known in the trade as P2), which means reducing pol lutants at their source before they impact the soil, water and air. Used primarily in connection with wastewater. P2 is being driven by new legislation that set tough targets for industry to reduce pollutants by imple menting technologies to lower emis sions. Harper explained that Halton businesses are already taking proactive steps to do just that. Even only 10 years ago it was stan dard practice to clean up contaminated industrial sites only after years of mis use. Today. Harper says, business now "works back up the process stream" to do a better job of managing effluent streams long before they impact their surroundings. Sometimes legislation forces the issue: Toronto's July 2000 sewer use by law makes any industry which dis charges pollutants into the municipal waste system develop and follow through with P2 plans. Since municipal ities have a tendency to follow one another. Harper believes other regions, such as Halton, will likely follow Toronto's lead. In order to help clients meet new standards -- some imposed by the Ministry of Environment and Energy -- Jacques Whitford staff conduct a pre liminary site assessments to determine com pliance issues and regulatory requirements and identify areas for improvement. A more detailed environ mental audit would include, but not be limited to, process operations, raw material consumption and production rates, input and out flows, material and energy balances and effluent flow. A report is then issued and although Jacques Whitford would not design a scrubber, for example, such work could be sub-contracted. Innovation is plainly a hallmark of Jacques Whitford, as evidenced by how the firm worked with Edmonton Airport to prevent de-icing chemical run-off from getting into the watershed. Rather than merely "capture and treat" the gly col, a "bio-remediation" solution was developed instead. This involved the construction of a wetland, which uses plants to remove the offending material in a more natural and passive manner, said Harper. Key to Jacques W hitford's success is its roster of experts that include chemi cal process engineers, hydrogeologists, environmental engineers and others with educational backgrounds at often Ph.D. and Masters levels. This high level of expertise bears; fruit on a consistent basis. For example. Jacques W hitford's effluent characteri zation/wastewater compliance study for Pratt & Whitney Canada recommended the use of a substitute product that elim inated the most significant contaminant for about S I0.000. The alternative was installation of a $500,000 "end-of-pipe" system that would have controlled -- but not eliminated -- the contaminant. Other successful Jacques Whitford P2 projects include those for the Public, Works and Government Services Canada, Environment Canada and Coca-Cola Enterprises.
