- W.H. Biggar was a Halton County Council Reeve as per this photograph taken in 1948, and as quoted in a report of a December 1946 Council meeting in the linked December 12, 1946 issue of The Canadian Champion newspaper, "County Council Eulogizes Warden Hillmer Tuesday" as Mr. Hillmer prepared to leave Council to become Mayor of Oakville in 1947. The new Warden was elected at this meeting, Dr. C.H. Heslop, Reeve of Milton. He sits in the centre front, holding a gavel. Wilbert Biggar is the tall man in the the back row on the end right, wearing glasses.

- Wilbert's father, Michael L. Bigger had been the Deputy Reeve - Oakville on the Halton County Council earlier in 1890-1891.
