Monday's Planning and Development Council meeting heard the Kerr Village Building Façade Improvement Grant received six applications last year. Two have been completed with grants awarded; two have been approved to undertake improvements with committed funds; one has been denied and one application was incomplete and subsequently closed. "In its second year, approved and completed projects continue to contribute to an improved Kerr Village. Staff are encouraged by the improvements and look forward to promoting the program," said Town planner Brad Sunderland. "The Kerr Village BIA also remains supportive of the program. Staff is generally satisfied with the improvements completed in 2015 and we look for new ways to promote the program to encourage participation." Goal to revitalize Kerr Village business district The goal is to help revitalize the Kerr Village business district, a direction laid out in council's Livable Oakville Plan. The program provides a matching grant, equal to 50 per cent of the cost, of eligible improvements to a maximum of $10,000. Funding for the program comes from bonusing money collected from developers in the Kerr area in exchange for the Town permitting them to construct buildings with greater density and/or heights than permitted. Grant funds available in 2015 totalled $150,000. Of that, $14,154 was given to two 2015 projects completed in the same year. Another $26,239 went to three 2014 projects completed in 2015. Another $16,518 has been committed to two projects approved, but not yet complete. These will be funded from the 2016 budget. They also said, for the most part, business and property owners who participated in the program were satisfied with the process and happy they were able to take part. Building improvements included stucco treatment across the front of one property with all signage being made uniform. Another property replaced its front door and made additional improvements to its entrance way. During the meeting, council also voted to once again waive application fees for encroachment agreements in order to encourage greater participation in the business façade program. Ward 2 Town Councillor Cathy Duddeck said the program has made a huge improvement in the Kerr Village business district. Ward 1 Town Councillor Ralph Robinson asked if specialized funding could be made available to the Bronte BIA, but was reminded the funds for the Kerr Village program came from bonusing -- specifically from 19- and 21-storey towers being allowed at Kerr Street and Speers Road.
