Halton Region is preparing to over haul its infrastructure management sys tem (IMS) at a cost of $240,000 - near ly $100,000 more than the lowest bid. "W hen we reviewed the proposals, we ranked them and J.D. Barnes came out clearly on top," said Geoff Rae, Halton's director of business and infra structure services. "We believe there is substantial added value in their propos al." The proposed IMS would pull together inform ation from various planning and public works programs into one database. This information would be easily accessible by both office and field staff. "I think this project has been a long time coming and I think it's going to really move us forward in terms of budget preparation and prioritization of projects, as well as enhancing customer service," Rae continued. Two of the companies that bid on the project were given in-depth consid eration by staff, voiding several other proposals because they didn't meet the criteria stated in the tender. W hile J.D. Barnes Lim ited bid $239,867 on the project, Cuesta Systems Incorporated's bid was ` $140,177. In ranking the two tenders, staff con sidered the company's demonstrated understanding of the project, project team organization and references, experience, timetables, cost, and appro priateness o f their overall approach. W hile the H alton planning and public w orks com m ittee passed a motion awarding the project to J.D. Barnes, councillors did express reser vations about spending the additional money. The com m ittee's recom m endation will go before regional council for consideration today. "I want to know why we should spend this additional $100,000," O akville Councillor Allan Elgar told regional staff, receiving support from Burlington C ouncillor M ike Wallace. The "added value" in accepting the J.D. Barnes proposal comes with the experience they can offer that Cuesta can 't, said Rae. If approved, the project is expect ed to take four m onths to complete. Developers want break on GO levy Developers may get a small break on the levy charged for GO Transit servic es on each new home built in Halton. However, for most developers it's not enough. Last week, Halton's Administration and Finance Committee recommended reducing the proposed Halton GO Transit development charges by 5%. But several developers' organiza tions claim 5% is not enough and want a 10% reduction. The lower fee is being offered to developers on the condition that no appeals are made by the developers' organizations to the Ontario Municipal Board (OMB). Regional council is expected to vote today on that recommendation. The development charges are designed to fund population growthrelated expansion of GO Transit servic es. Initial studies indicated H alton's share of the expansion costs would require a $776.50 development charge (based on a single detached unit). Following the Province's decision to take back responsibility for GO Transit, regional staff has recommended the development charge bylaw be limited to a two-year initiative. "There's a lot of uncertainty around this. We don't know if they're (Province) going to take back the fund ing for the operating component (of the budget), the existing capital program, or the growth component," said regional Director of Budgets and Fiscal Policy Services David Birkett. Representatives from the Urban Development Institute (UDI), Greater Toronto Home Builders' Association and the Ham ilton-Halton Home Builders' Association told the commit tee they feel a 10% reduction is required. Peel Region has already reduced their development charges by 10%. York Region is also expected to make a decision on reductions prior to Halton regional council's decision.
