Subsidy to prevent basement flooding enhanced by Julia Le Oakville Beaver Staff 5 | Thursday, August 18, 2016 | OAKVILLE BEAVER | www.insideHALTON.com Halton Region staff will be going door-to-door in parts of the region to encourage residents to take part in the Basement Flooding Prevention Subsidy Program. They will be targeting areas in Halton that are known to have a higher prevalence of downspouts connected to the sewer system, Halton regional council heard recently. The program, which has been enchanced, aims to assist homeowners reduce potential for flooding from a backup of the sanitary sewer system. An overloaded sewer (known as surcharging) usually happens during severe rainstorms, according to Halton Region. Sewers can become overloaded due to excessive water flow from: · Downspouts (roof leaders) · Weeping tiles/foundation drains · Sump pumps connected to lines designated for sanitary sewer flows Residents who have a history of basement floods caused by a backup or surcharge of the sanitary sewer system or who have not experienced flooding, but would like to correct improper storm water connections and install a backwater valve, can apply for a one-time subsidy. A downspout disconnection will be fully subsidized up to a maximum of $500, up from $250 last year. Weeping tile disconnections also will be fully subsidized up to a maximum of $5,000, increased from $1,800 last year. A lateral lining and repair subsidy of 50 per cent will cover the cost of a private lateral repair up to a maximum of $2,000. Residents who have experienced a sewer backup could potentially apply for a backwater value installation as well. The Region will provide a 50 per cent subsidy of up to $650 to purchase and install a backwater value, approved by the Ontario Building Code, for inside the home. According to Halton Region, backwater valves prevent wastewater from coming back into your home in the event of a sanitary backup. The subsidy applies to materials, labour permit and taxes. The application process is detailed online, at halton.ca/basementflooding, by clicking on the Basemen Flooding Prevention Subsidy Program link. Since the summer of 2015, more than 1,200 downspouts have been disconnected and 146 sewer system optimization projects have been completed in priority areas in Burlington and Milton.
