Syl Apps operator fined $125K An agency that provides mental health support for children and youth has been fined $125,000 following an incident of workplace violence at the Syl Apps Youth Centre in Oakville. On May 4, 2014, a newly-employed youth worker was directing a youth to return to his room in the detention unit at Syl Apps. The youth became agitated, entered a staff office and repeatedly struck the worker. Another worker who intervened was also assaulted. Both workers suffered injuries. Ontario's youth justice facilities are run by two sets of policy guidelines, depending on whether they are part of the Ontario Public Service (OPS) or the broader public service (BPS), OPSEU states. Both are provincially-funded. OPS correctional staff benefit from consistent standards across the province, OPSEU continued. However, health and safety regulations and access to safety equipment vary widely across BPS workplaces. Further, many workers in the BPS are ineligible for Workplace Safety and Insurance Board (WSIB) benefits. "What you have here is two different sets of playing-cards for the same game. Only this is no game: it's a matter of life and death," said OPSEU President Warren Thomas. Thomas said lives and the well-being of both staff and residents are being put at risk. "The government needs to take some responsibility and impose uniform safety regulations ­ not to mention eligibility for WSIB ­ from one end of the province to the other.
