The Halton Second Unit Pilot Program, which was given the green light by Halton Regional council earlier in the spring, runs from Aug. 1, 2016 to Nov. 1, 2017 and aims to encourage the creation of more affordable housing in Halton. Over the next 15 years, Halton's population is expected to increase by almost 50 per cent to 780,000 according to Halton Region's website. "More housing options will be needed to accommodate this growth, including affordable housing options," it states. Eligible participants will require a building permit issued by their local municipality and will receive a 15-year interest-free, forgivable loan to cover up to 75 per cent of the project costs up to a maximum of $50,000. However, certain restrictions will apply during the 15-year period, including a cap on the maximum rent that may be charged and the maximum household income of incoming tenants. For 2016, that translates into a capped rent of $930 for a bachelor apartment in Oakville and a maximum household income of $37,200 for new tenants. The program will help the Region create additional housing opportunities, according a regional report released in April. It will run for 16 months and will be funded through the Federal/Provincial Investment in Affordable Housing for Ontario-2014 Extension program's renovation component. A total $1.05 million is available for second unit projects, the regional report states. Interested residents are asked to dial 311 and have their name added to an expression of interest list. Application forms will only be provided as long as funding is available for immediate consideration.
