Town staff and the Town' s legal counsel were at a special council meeting at Town Hall to update councillors, and many residents who attended, on the current status of ClubLink' s appeals. It is appealing both the Town' s interim control bylaw and its decision to deem the application to develop Glen Abbey Golf Course as incomplete. Both appeals are headed to the OMB for separate hearings. The Town enacted an interim control bylaw regarding the property Feb. 1, 2016. At the beginning of November 2016, it extended the bylaw until Jan. 31, 2018. The bylaw temporarily blocks development of the Glen Abbey Golf Course. On Nov. 10, 2016, the Town received an application from ClubLink, GAGC owners, to redevelop the golf course property into 3,222 residential units, 121,000 sq. ft. of new commercial space and about 124 acres of permanent, publicly-accessible green space. ClubLink appealed the enactment of the interim control bylaw to the OMB, which has scheduled a seven-day hearing set to begin Monday at Town Hall. It will take place for five days (MondayFriday) next week and then for two days the following week (days not specified yet). "Glen Abbey is an important site within the town. It has been recognized as the home of the (RBC) Canadian Open. Also, it is an integral part of the surrounding community. It was integral to the original planning of the community," stated Jane Clohecy, Oakville' s Community Development Commissioner. According to the Town, the purpose of the interim control bylaw is to provide time to complete three studies. Those studies include an Urban Structure Review, Land Use Economic and Impact Analysis study and the Cultural Heritage Landscape assessment of the Glen Abbey Golf Course -- as well as implement any changes to the Town' s Official Plan and Zoning By-Law and have the appropriate policy and regulatory context in place to properly consider the Glen Abbey Golf Course redevelopment proposal. The interim control bylaw was also enacted to ensure development permitted under existing zoning, but which does not currently exist, does not occur until the Cultural Heritage Landscape assessment has been completed. Mark H. Simeoni, Oakville' s director of planning services, noted a framework and directions report for the Urban Structure Review will be submitted to the Livable Oakville Council Subcommittee in March, an initial draft of the Land Use Economic and Impact Analysis study is expected sometime this year, while the Cultural Heritage Landscape Review will have Phases 2 and 3 completed in 2017, as well. Draft versions of all studies could be finished by the beginning of the second quarter in 2017.
