"If one of my officers on the road encounters a parent who is so defiant, sometimes, unfortunately, you need to influence attitude. Sometimes that' s where enforcement becomes part of the scenario," said Ryan. While charges were laid, the goal of Halton police' s car seat inspections is to "educate first, enforce second" and parents are encouraged to read and understand their obligations regarding car seat use and installation. "It is kind of, with a heavy heart, when you actually have to lay a charge in order to be able to communicate your point," said Snow. Although there were some motorists angered by the check, and in some cases, even challenged the officers' authority, many more were "very appreciative" of the safety efforts, which pleased Snow, he said. "We had some people who literally jumped at the chance to have somebody check their car seat. That' s what you want to see," said Snow. The Oakville fail rate was higher than that encountered in a May 27 inspection in Georgetown, where booster seat inspections saw a 26 per cent fail rate and the car seat failure rate was 62 per cent. Halton police conduct car seat inspections as part of a collaboration with Halton Healthcare, Halton' s fire departments, Ontario Provincial Police, the Ministry of Transportation (MTO) and many volunteers. The next, and final, inspection this year will be held in Milton. "That' s why we only hold one, generally, in each municipality per year.
