June 12,1974 THE OAKVILLE BEAVER Real estate board to consider piiiHiiiiiiiiiiiiiiiiiiiMiiiiiiiiiiiiiiiuiiiiimmiiiiiiiiiiiiiiiiiiimiiimiiiiiiiHiiiiiiiiiiiiiiiiiwwiiiiiiMiiiiiiimiiiiiiiimiiiiiiiiimu-- W OR ■ w m giving up commission controls M a r h h a m E c o n o m i s t & S u n By MARY BULL Today directors of the Oakville Real Estate Board will tackle the tflfejor issue in their ^ m s try -- whether or n o t to u n f r e e z e commission rates from board control and allow them to float with the market. President of the board, Fred Penney, said the directors will be dealing with the problem at their morning meeting and the past president of the Canadian Real Estate Association, Albert Fish, will be addressing local brokers later on in the day. CREA, said Penney, h a s a l r e a d y recommended that all boards es t ab l i s h a f l o a t i n g r a t e in ant icipat ion of the federal governm ent's pending competitions act which will outlaw all control of rates and c o m m i s s i o n s by professional groups such as the law society and the real estate board. The recommendation to float the rates, he said, came from the recent annual CREA meeting held in Regina and only four boards across Canada voted against the motion. Oakville separate riding if report gains approval T ORONT O - A provincial riding called Oakville will be created if the recommendations of the Ontario Electoral Boundaries Commission are accepted by the legislature. I n c l u d e d in t h e preliminary report of the commission, made public here late last week, is the recom m endation that Halton Region would have three seats instead of the present two -- Halton East and Halton West. According to the report, Oakville should be a seperate riding while the southern portion of Burlington would form the second Halton seat. The northern part of Burlington and the rest of Halton East and Halton West would be joined into one ma s s i v e ru r a l constituency. C i t i n g a l a r g e r population as the reason fo r i nc r eas i ng the number of provincial ridings, the commission recommended that six new seats be created, bringing the total of ridings to 123. The commission has r e q u e s t e d t h a t submissions regarding the proposals from the public be made prior to July 12. However Halton East M PP J a m e s Snow, minister of government T ow n will have m o re ro a d fu n d s serv ices , said this deadline would probably be extended until later in the month because of the July 8 federal election. Commenting on the new b o u n d a r y suggestions, Snow said he has had little chance to study the report in detail but that " I don't think Oakville will disagree with it -- you have the ideal situation." Halton West MPP George Kerr, solicitor general, has already gone on record as being against the splitting of n o r t h a nd s o u t h Burlington into two ridings. Snow added the final report of the commission would be presented to the legislature late this fall and the new boundaries would be in effect for the next provincial election slated for late in 1975. At present the board rates for homes sold in Oakville stands at five per cent regardless of whether the sale is exclusive or completed t h r o u g h t he organization's multiple listing service. If the board decides to unfreeze the commission, predicted Penney, there will probably be little fluctuation "but if there is any movement it will be up." Penney said he was basing his statement on the experience of both Barrie and Winnipeg wh e r e r a t e s have increased slightly but no " rate war" has occurred. The president added that until the floating rate system is fully explained to the board of directors, the brokers and the board members, he expects " heavy opposi t ion" to the change.
