"Like other organizations in Canada, the latest COVID19 wave is challenging Canadian Blood Services like never before," Dr. Graham Sher, CEO of CBS, said in a press release. "Our employ- ees and donors are among those falling or being required to iso- late. He added: "For these reasons, and also because of severe weath- er in parts of the country, we've seen a concerning drop in dona- tions recently." CBS says that the number of donors has been declining steadi- ly since the beginning of the pan- demic. Those who are ineligible to do- nate whole blood may be able to donate plasma. Donors are able to give plasma more frequently as red blood cells are returned to the body of the donor. The effect of the proposed Official Plan Amendments would enable Council to delegate the authority to pass by-laws under section 34 of the Planning Act to remove holding "H" symbols (holding by-laws), authorize the temporary use of land, buildings or structures (temporary use by-laws), and to pass housekeeping by- laws for the purpose of making clerical or other changes to assist in the interpretation of the zoning by-law, to a committee of Council, or an individual who is an officer or employee of themunicipality. The amendmentwould also add general policies to the 1984 Oakville Official Plan for guidance on temporary use by-laws. The Official Plan Amendments would apply to all lands within the Town of Oakville. The proposed Official Plan Amendments would allow for updates to the Town of Oakville By-law 2021-077, a by-law to delegate certain powers and duties under the Municipal Act, 2001, S.O. 2001 c.25, the Planning Act, R.S.O. 1990 c. P. 13, and other Acts.
