Without the census, it is literal truth to say that legislation and administration would be car- ried on in the dark, and that there would be no means of knowing whether the country was on the road to success or disaster. So co- gently is this felt that censuses at five-year intervals, instead of ten, are frequently advocated, the chief drawback being the heavy cost.
