King Neptune once again boarded our boat to initiate the new students or polliwogs as they are called by custom. However, this time I was on the giving end rather than the receiving end. We had been planning the event for weeks, holding secret "Polish Spam" meetings (our code name). We saved up the Bio Bucket (a bucket which all the bioâ€"degradable food scraps are scraped into) in a big cooler on the stemn. Then early one morning the officers and old students all got dressed up. I was one of the devils. We painted ourselves black and made rope tails and tridents. Conscientious in our duties as always, we ensured that all polliwogs got their fair share of slop in hair, ears, mouth, and of course, inside their clothes. Then another cup of flour was dumped over their heads. Next they had to crawl and slide through a rope obstacle course, while being hosed down with the fire hose. After the obstacle course they were brought to the doctor who fed them their medicine, a vile concoction of fish paste, peanut butter and hot spices on toast. Finally they were brought before King Neptune where they were given their various sea names and forced to kiss the flying fish. Dear Oakville: Next we got ready for the ceremony. The table was set up with a tarpaulin over it and the Zodiak on deck was filled with salt water. Then one by one the polliwogs were hauled up out of the sail locker. First they were dunked in the salt water bath and scrubbed down with deck brushes. Then they were brought to the table where two other old students and myself made sure they got nice and messy. We all had a lot of fun. The old students got just as covered in slop as the polliwogs. In my opinion though, it was a lot more enjoyable dishing it out than receiving it. The Town of Oakville may be forced to dip into a $200,000 winter reserve by year‘s end, after eight major snow storms from last December to March blew away its millionâ€"dollar winter control budâ€" cet.. "The past winter was the most severe winter that we have experiâ€" enced in at least the past 10 years," Ray Green, assistant director of public works in charge of operaâ€" tions, told the community services committee Tuesday night. "Many of these storms resulted in heavy snowfalls which lasted in excess of 24 hours and were accomâ€" panied by high winds," he said. As a result of the severe winter, the town spent $1.39 million for road and sidewalk maintenance and its snow windrow rebate program for seniors and the disabled, Green said. However, only $1.31 million was included in the budget for 1993. Green predicted by year‘s end, the public works department will exceed its snow removal budget by $300,000. Part of that could be offâ€" set by a $200,000 winter control reserve â€" which was started just this year â€" and $25,000 in savings in other maintenance activities. But that leaves a potential shortfall of around $75,000.
