Easter and Mother‘s Day are tradiâ€" tionally the most profitable days of the year for both flower vendors and florists. "This is ‘Christmas‘ for the florists," Bouillon said. Town officials aren‘t happy the flowâ€" er vendors will be in town this weekend, because they take away muchâ€"needed business from local florists. But the town‘s bylaw prohibiting street vendors was invalidated after the Supreme Court ruled against Metro Toronto in a landmark case involving a street vendor last year. The Supreme Court decision resulted in the town dropping numerous pending charges against flower vendors. As well, the town is now searching for ways to control street vendors, if not placing an outright ban on them. Last year, with its own bylaw firmly in place, the town was able to lay more than 100 charges against the vendors on Mother‘s Day. But this year, the flower vendors will be free to sell their flowers without fear of retribution. Doug Carr, assistant town solicitor, said it would be at least a few more months before the town has a new bylaw in place. The most optimistic proâ€" jection is sometime in the summer, depending on what option council chooses to pursue to address the issue, he said. "We‘d like to get something in place by the summer. The time frame is difficult to quantify," Carr said. Carr said Metro Toronto has gone to a licensing system to try and control the vendors. But a licensing system requires provincial legislation, since the Municipal Act gives the municipality no legal authority for licensing. Another option, Carr said, would be an outright ban on the use of town road allowances for the sale of merchandise. One drawback to a ban, however, is that it would have a negative impact on town merchants. Carr said the Supreme Court ruled against Metro Toronto in the first place because of the distinction it made between flower vendors and abutting property owners. He said the town‘s bylaw made the same distinction.
