Warm, moisture laden air- bypasses the pri- mary windows and hit the cold glass of the storms. What the con- tractor did was to make them even tighter. The downstairs windows do not have the problem because drier out- side air is drawn inside to make up for the air exfiltrat- ing around the upstairs windows. To eliminate the condensation, you have to provide some outside ven- tilation of the ”SHOP (1 space between the two sets of win- dows. This can be done by removing any caulking the contractor put in at the bottom of the storms or by drilling a few holes in their frames just above the window sills.
