Reformers reject mainâ€"line federal parties Malboeuf, a 42â€"yearâ€"old small business owner from Milton, joined the Reform Party two years ago. Originally from Quebec, Malboeuf first became interested in political parties during the October Crisis. Although he has remained politicalâ€" ly involved since then, this is the first time he has run for political office. "Oakvilleâ€"Milton is no longer a safe Tory seat. It is up for grabs," said Malboeuf who expects his young party to have a competitive chance on Oct. 25th. By KATY CLARK Special to the Beaver They are the 800 members of Halton‘s Reform Party and many of them were at the official opening of the Oakville headquarters on Saturday showing their support for Richard Malboeuf â€" first Reform Party candidate for the Oakvilleâ€" Milton federal riding. In 1989 Council passed a measure banning election signs on public propâ€" erty but repealed it just prior to the 1991 municipal election. The reason They talk about a New Canada, a reformed country. In 1988 both federal and municipal elections were held within weeks of each other, resulting in forests of signs littering the landscape. The Town has tightened up its sign bylaws just in time for the federal election. Oakville Beaver Staff On Monday night Town Council voted in favor of putting stricter conâ€" trols on where campaign signs can be posted and upped the fine for those in violation of the byâ€"law. Oakville‘s ban would therefore be Indeed, Malboeuf feels that, like himself, many voters are frustrated and angry with the traditional parties and thus will choose Reform at the ballot box. Since the election was called, the Reform candidate says support for his party has been positive and new members are signing up daily. "To say we are supported by one part of society is not true," said Malboeuf. "They come from all walks of life." Most of his supporters however are unhappy with the existing politiâ€" cal system and its leadership. "I‘ve given up on all the parties, nobody seems to have anything to offer," said Doug Crompton a proâ€" grammer analyst. Councillors fretting about an "unsightâ€" ly mess" was not enough of a reason to prevent their use. The "overriding concern of freedom of expression," said Gates, must be preserved, except of course in locations where signs Crompton joined the Reform Party because he was impressed with the integrity of Preston Manning and because he liked the leader‘s plans to eliminate Canada‘s deficit over three years. "I felt I was losing a voice about what was going on in Ottawa," said Eleanor Looper, a homemaker, who paid her membership dues when she learned of Manning‘s plans for Constitutional Reform. Looper, who now works as an office volunteer, feels that Manning‘s policy is highly democratic because it gives conâ€" stituents the power to recall candiâ€" dates. unenforceable. Despite the reversal, the Town still maintained control over where signs can and cannot be placed. Staff then set to work developing bylaws to furâ€" ther tread the tightrope between restriction and prohibition. The new legislation is actually a fineâ€"tuned update of a 1984 bylaw. Last week, Town solicitor Doug Gates explained to the Committee that the posting of election signs is a right Malboeuf is anticipating that his party will capture at least six seats in Ontario and possibly as many as 18. THE OAKVILLE BEAVER could be a liability. The bylaw, therefore, sets out the do‘s and don‘t‘s of where signs can be displayed as long as they maintain specific distances from fire hydrants, bus stops etc. and do not interfere with the sightlines of motorists. The fine for those convicted of violating the bylaw has jumped from $2,000 to $5,000 A provision to charge violators $50 per sign to have Public Works crews pick them up, however, was discarded by the Committee after some memâ€" bers felt that was unfair and open to abuse. A further option to allow election signs only on streets appearing on a preâ€"arranged list was rejected. Council voted to allow election posters to be affixed to utility poles but only in the the Downtown BIA and Bronte BIA areas and Kerr Street from Lakeshore to Speers Road. A second bylaw which is an improvement on a 1987 bylaw dealing with other forms of signage on public property was passed. Similar in nature to the election sign bylaw, this one includes an exception for eight comâ€" munity bulletin boards which the Town is considering and three mobile sign locations.
