Dec By BRAD REAUME Special to the Bea ver If Halton taxpayers see a reduc- tion in services in the coming year, regional treasurer Joe Rinaldo says you can blame the provincial gov- ernment. "The entire region, including all the municipal governments and school boards, has given back about $25 million in Expenditure Control Program (ECP) and Social Contract cuts to the province," Rinaldo said. Rinaldo told regional council- lors last week that there will he a $5 charge to use the new Milton dump and service cuts will follow. These include less roadside grass cutting and staff reductions. Social Contract cuts, added provincial charges and political determination to impose no tax increase, have put the health and social services sector under the most pressure. "The province is using the municipal tax base to help solve their deficit problems," said Rinaldo. Halton Region is looking at a $190 million budget for 1994, with no property tax increases, and a 2.7 per increase in utility billing -just under $10 a household. Because of the poor economy welfare payments have increased, contributing to a 3.8 per cent rise in the health and social services budget. All agencies which receive a grant from the region have been told the 1994 budget guideline is for a 3.5 per cent cut across the board. The only exception is the Children's Aid Society. Rinaldo told the committees that few agencies have expressed any real difficulty with the regional guideline. Bonnie Ewart, commissioner of social services, said her depart- ment's budget is actually slightly reduced, but the problem is in the over-budget amount from I993 which must be carried forward into 1994.
