Pleased with the report‘s endorse»‘ ment of studying UVA, Mulvale said it is vital this system be examined in the context of simultaneously removâ€" ing education from property taxes. This is nothing new of course (the Citizens Committee offered the same advice months ago) but the mayor is happy everyone‘s on the same waveâ€" length. "It‘s fascinating that they reached the same conclusions," said Mulvale, adding she found the "magnitude of the overhaul they‘re proposing" equally interesting. The mayor, who has yet to review the report in depth, also expressed hope that the report might nudge the disentanglement issue back on the front burner â€" and include the federal government this time. After all, the duplication of government services resulting in wasted tax dollars â€" an issue knocked aside by the Social Contract â€" has never disappeared. Ward 2 councillor and chairman of the 1994 Budget Committee Kathy Graham says that while the report‘s recommendations will have no impact on next year‘s budget process, there could be "implications for the long term" on the town. These include the potential move toward UVA and the removal of eduâ€" cation from the property tax bill. With time running out on the NDP manâ€" date, however, Graham hopes at least some of the findings will bear fruit. ‘‘This could mean a whole new day for taxation in Ontario, but I don‘t know how quickly they will move," she said. If progress is slow, Graham would like to see the next provincial governâ€" ment pick up where the NDP left off and not start all over again. She remains optimistic this will happen, especially since the Fair Tax Commission‘s findings are so closely backed up by the Halton study. Oakville South MPP Gary Carr said he was disappointed with the Commission‘s recommendations, believing they do nothing to help cashâ€"strapped taxpayers and strugâ€" gling businesses. "The report is geared reâ€"distributâ€" ing the tax burden rather than lightenâ€" ing the load," said Carr, explaining the government should be seeking ways to lower taxes, not deciding who can pay more. "Ontario has a terminal case of tax fatigue." By reâ€"shuffling the load onto the middle and upperâ€"classes, Carr continâ€" ued, the government will simply penalize those who are providing the investment and consumption which will help us out of the recession. Carr â€" who said the report "critiâ€" cizes property tax but does not offer solutions" â€" called the $8.6 million report a "complete and absolute waste of time." He based his rebuke on the idea that the Rae government will be out of office before they can execute all its findings. "They will not have time to act upon the recommendations," he said, adding that removing education from property taxes only shifts the pressure onto the shoulders of income tax. The only good Carr can see comâ€" ing out of the report is that the NDP government will now be reluctant to increase taxes during the dying days of its term. While the Chamber‘s Kedzior is happy the Business Occupancy Tax will be eliminated, he â€" like Carr â€" has several bones to pick with the report. Of particular concern is the recomâ€" mendation of a uniform provincial property tax on nonâ€"residential propâ€" erties designed to fund the shortfall from taking education off residential taxes. Kedzior believes this could result in unfaimess in the actual taxes paid by businesses and says this should be examined further.
