Chances are, Robert got some inforâ€" mation about how smoking is bad for his health from the Halton Lung Association, Canadian Cancer Society, Heart and Stroke Foundation, or the Addiction Research Foundation. All are members of the Halton Council on Smoking and Health (HCSH), an umbrella organization promoting National Nonâ€"Smoking Week, Jan. 16th to 22nd, and today as Weedless Wednesday. When it comes to smoking among children and youth, there is "some good news" and "some bad news," says the National Clearinghouse on Tobacco and Health (NCTH) in Ottawa. The good news is that over a 25â€"year period from 1965 to 1990, smoking among 15 to 24â€" year olds dropped 34% for males and 16% for females. Currently, 21% of all 15 to 19 years olds (male and female) and about 35% of all 20 to 24â€"yearâ€"olds smoke. "‘From 1981 to 1990, regular smokâ€" ers aged 15 to 19 and 20 to 24 decreased the amount they smoked considerably," states the NCTH survey. "Except for men aged 15 to 19, there was a substanâ€" tial decrease in the proportion of daily smokers consuming 11 or more "THE HEAT IS ON" 5 A.E .R W A Â¥. G Aâ€"R D E N.:S NewaAy At Hwy, 427 THE QUEE Jan. 19, 19 cigarettes a day and a complemen increase in the proportion consumin to 10 a day." The survey included b occasional and daily smokers. Of those surveyed, 45% of the 15 19â€"yearâ€"olds and 46% of the 20 to yearâ€"olds reported "quitting smoking the lifestyle change they intended make in the year following the surve and 60% of 15 to 19â€"yearâ€"old yo women reported they were for smokers. The bad news, says the NCTH smoking among 11 to 15â€"year olds. " the 13 and 15â€"yearâ€"olds surveyed 1989â€"1990, more students who smo indicated that their parents smoked d than did the nonâ€"smoking stude Among the 13â€"yearâ€"olds, about 22% the females and 29% of the ma smoked if either parent (or bo smoked daily. _ "In 1990, the proportion of 15â€"y olds who were current smokers (22% males and 29% of females) was hig than for the (overall) 15 to 19â€"year age group (21%)," states the surv Among the 15â€"year â€"olds, 65% of boys and 62% of the girls tried smo at least once. Among 11â€"yearâ€"olds, about 36% the boys and 19% of the girls tr smoking at least once, and 7% of boys and 5% of the girls are curr smokers. Among 13â€"yearâ€"olds, 14% the boys are current smokers (41% h tried cigarettes at least once) and 20% the girls smoke (compared to 50% have tried it once). "Compared to 11â€"yearâ€"olds of same sex, 15â€"yearâ€"old boys were than three times as likely to smoke d . or occasionally, while 15â€"yearâ€"old g were almost six time as likely to do the survey states. The pending legislation has passed second reading â€" is sup ed by such organizations as the Cou for a Tobaccoâ€"Free Ontario, of whil HCSH is a member, and the Ontaf Campaign for Action on Tobace provincial lobby representing sevd educational, medical, health and smoking groups. 5 Existing legislation, both federal provincial, controlling the sale of tob co products to minors is "outdated unenforcable," states the HCSH. ‘ federal Tobacco Restraint Act of 19 forbids the sale of cigarettes anywhy in Canada to anyone under the age 16. The penalties are, however, insign icant, with a maximum fine of only for the first offence to $100 for the ""In Ontario, the Minors‘ Protect! The pending Tobacco Control sets fines at $2,000 to $50,000 for v dors (clerks and cashiers) selling tob: co to persons under 19, and $5,000 $75,000 for corporations (retailers) % ing tobacco to minors. The legisla also stipulates that tobacco prod cannot be given to persons under 19. The Council for a Tobaccoâ€"F Ontario was formed in 1974 by Canadian Cancer Society, the Heart Stroke Foundation, and the Ontga Lung Association.
