Increased activity in both the homeowner Housing starts totalled 1,850 units for the Toronto Census Metropolitan Area (CMA), a 26% increase from the 1,471 units recorded in April 1993. The seasonalâ€" ly adjusted annual rate (SAAR) for the Toronto CMA was 18,600 units in April 1994. This followed the 15,900 SAAR recorded in March. "After a weak start in January, Toronto housing starts have been making a steady recovery," said Willard Dunning, Senior Market Analyst at CMHC‘s Toronto Branch Office. "Builders have been recordâ€" ing steady growth in new home sales since last fall. Dunning concluded, "In the spring of 1994, home sales have been exceptionally strong, in both the resale and new homes arenas. Initially, this was due to a very good level of affordability â€" monthly carrying cost for an average home has been at the most affordable level since the early 1970‘s. Homeownership is now accessible to households with incomes in the $40,000 to $50,000 range. More recently, increases in interest rates have encouraged buyers to act quickly and take advantage of preâ€"approved mortgages. These strong sales have enabled builders to fill their order books, and we can expect to see improved housing starts during the summer months. For all of 1994, CMHC forecasts that Toronto CMA starts will increase by 11% over 1993 levels."
