"One doesn‘t want to be a killjoy, but someone will be killed, there‘s no question," said mayor Ann Mulvale, who is deeply conâ€" cerned about the welfare of skaters and pedestrians alike. Her sentiments echoed an earlier statement by Lois Picard, chair of TIPS, Downtown Oakville‘s Community Consultation Committee, who feels the byâ€"law amendment is long overdue. "I truly feel rollerblades are more dangerous than skateboards added them to the byâ€"law as a preâ€" caution. The byâ€"law will be in effect in the Downtown, Lakeshore Road Westâ€"Kerr Street and Bronte areas. Signs to be posted outlining the restrictions will cost between $2,500 and $3,000. While the Town‘s parking enforcement staff will help police in this matter, Ribble stressed the matâ€" ter will be handled through "educaâ€" tion, not persecution." After all, the bottom line is to create a safe enviâ€" ronment and to that end warnings for skateboard and bicycle infracâ€" tions run 60% higher than tickets. "We used an educational approach and discretion rather than a hardâ€"line approach," he said. She was backed up by Halton Regional Police Constable Gary Ribble, who said there has been a 70% rise in complaints about inâ€" line skating incidents over the past two years. The solution, he says, is a prohibition which â€" if previous byâ€"laws covering skateboards and bicycles are any indication â€" will have a dramatic effect on the situaâ€" tion. "There has been a definite drop in the number of tickets and warnâ€" ings since the introduction of the byâ€"law," said Ribble. When skateboards became a safety concern in 1990 the existing byâ€"law which prohibited bicycles on downtown sidewalks was amended to include them. The number of incidents dropped. The issue was reâ€"opened, however, by complaints about inâ€"line skates from downtown merchants and a subsequent letter from Ribble and Picard to the mayor and members of Council. While Mulvale said calls to her office run 10 to one in favor of more enforcement, she admitted the byâ€"law would probably not solve the problem entirely. Still, the mayor said the byâ€"law must be on the books in order to hold a "reaâ€" sonable hope" of effecting change. "The idea is to make the streets a lot safer than they obviously are at this time," she said. At Ribble‘s urging the byâ€"law â€" which imposes a $28.75 fine â€" will also include rollerskates. The reaâ€" son, he explained, is that while rollerskates are not the current fad they may return to fashion.
