"I know when to be a team player and when to stand alone," says Flynn, who isn‘t shy about making a scene to get his point across. Not that the selfâ€"employed busiâ€" nessman, now in his third term at the Region, is merely along for the ride. Flynn is the first to admit he often takes an independent stand on contentious concerns only to have others swing around to his way of thinking. "I still find this all extremely satâ€" isfying and there are a lot of projects and issues on the go I‘d like to see through," said Flynn, 39, the marâ€" ried father of one. Flynn â€" who is an instrumental force behind such situations as the Twelve Mile Creek Transportation Study and Market Value Assessment (MVA) â€" believes it makes sense for someone with an intimate knowlâ€" edge of the facts to be a part of their completion. One idea being considered is the reâ€"allocation of seats to create a Regional Council that is the same size or smaller with more seats for Oakville. By creating an extra ward locally, the town could revert to a sevenâ€"member Council with each councillor serving both locally and regionally. Other issues Flynn is keeping close tabs on range from the financâ€" ing and implementation of the "Oakville has to take a more aggressive stand in how the Region operates," he says. "We have to get across what we expect and what we can contribute." Flynn will also give his attention to restructuring at the Region that would give Oakville a more powerâ€" ful say in what transpires there, hopefully reducing duplication and excess. "It‘s going to take a concerted effort to explore every avenue," said Flynn. "We don‘t want to submit to a system that will hit seniors and business so hard." In 1992 he was appointed by Oakville Council to lead the fight against the plan at Regional Council. Along with its citizen members, the Oakville contingent convinced Regional Council to delay implementation of MVA and study further alternatives.
