The report -- the fourth in FCM's Quality of Life reporting series -- examines affordable housing and homelessness between 2001 and 2006 in 22 medium and large municipalities and urban regions. In Halton, the FCM found a dramatic increase in home ownership, with less growth in rental housing. In fact, new rental housing completions between 2001 and 2006 made up approximately one per cent of all housing completions. "Affordable housing is an ongoing concern for Halton and for Canadian communities from coast to coast," said Regional Chair Gary Carr. "The FCM report confirms what we've been saying all along -- we need sustainable financial tools from senior levels of government to help make affordable housing a reality for people in our communities. The time for a national housing strategy is long overdue." Population growth adds to the challenges facing Halton and the other municipalities examined as the demand for housing contributes to rising housing costs. The pace of population growth between 2001 and 2006 was 17 per cent for Halton -- a number that exceeds most communities participating in the Quality of Life series and ranks third highest after York and Peel regions. With more young families and an aging population, incomes are not keeping pace with housing costs. Lone parent families, single people and seniors are experiencing the crunch most keenly. "As Halton grows, it is essential that we provide housing options to meet the needs of people of all income levels and in all stages of life," Carr said. "Our Fairness for Halton campaign calls for senior levels of government to invest in all aspects of our infrastructure in a way that reflects our population growth and the needs of our communities, and that includes housing." Halton's Comprehensive Housing Strategy, endorsed by regional council in 2006, describes the need for a variety of housing types at a range of housing costs, including the need for assisted and affordable housing.
