The report, put before trustees at a special board meeting Wednesday night, is bound to fuel contentious debate on the issue in the southeast end of town. It follows an in-depth study of the area by the PARC (Program and Accommodation Review Committee) 14 and public meetings earlier this year that drew the ire of many residents, particularly those in the Clearview community. The area in question includes Brantwood, New Central, Linbrook, Chisholm, E.J.
