The Town of Oakville is preparing a Secondary Plan for the area bound by Dundas Street West, Tremaine Road, Highway 407 and generally Sixteen Mile Creek. Previously, the Town requested input into draft versions of the Secondary Plan and the issues and opportunities that should be addressed. Options for land use and transportation were presented in public meetings. A preferred land use plan including the transportation system was selected as best meeting the future needs of the community. Following this meeting, Town staff will prepare a report for Council to adopt the Official Plan Amendment /Secondary Plan including the transportation system with any modifications that may arise from the discussions at this meeting. The Transportation component of the North Oakville West Secondary Plan includes "Arterial" and "Collector" Roads as defined in the Municipal Engineers Association's Class Environmental Assessment for Water, Wastewater and Roads (the Municipal Class EA"). These roads would be subject to the approval process specified in either Schedule B or Schedule C of the Municipal Class EA with the Municipality as proponent. Pursuant to Section A.2.9 of the Municipal Class EA, the process for the approval of the North Oakville West Secondary Plan under the Planning Act is being integrated with Phase I and Phase II of process under the Municipal Class EA for the Minor Arterial Road (Third Line) and the Avenues/collector roads within the plan. Any appeals with respect to the environmental impacts related to the need and justification for the specified roads are to the Ontario Municipal Board under the Planning Act. If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Oakville before the proposed official plan amendment is adopted: the person or public body is not entitled to appeal the decision of the Town of Oakville Council to the Ontario Municipal Board; and the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party. Individuals are requested to submit a written outline of any oral submissions made at the public meeting to the Town Clerk. The study is being undertaken in accordance with Schedule `C' of the Municipal Class Environmental Assessment process, which is approved under the Ontario Environmental Assessment Act. McCormick Rankin Corporation has been retained to assist with the study. The daily traffic volume on Kerr Street north of Speers Road combined with the amount of train movements on the CNR Oakville Subdivision rail line impacts the operation of the roadway and warrants a grade separation.
