That's according to Oakville Mayor Rob Burton, who, early in 2000s co-founded Clear the Air Coalition with Lorne Park resident Dr. Boyd Upper, to fight a plan by New York-based Sithe Energies to build an 800-megawatt, gasfired power plant on Mississauga's side of Winston Churchill Boulevard near Royal Windsor Drive. Clear the Air negotiated its own contract with Sithe to mitigate environmental concerns should the plant be built. However, Sithe put its plan on the back burner as not being feasible when the Tory provincial government capped electricity prices. Sithe plans were in conjunction with the closing of the coal-fired Lakeview generating station, which has subsequently shut down. On Wednesday the province announced it will not put the gas-fired plant on the site of the demolished coalfired Lakeview plant in Mississauga and has ordered the Ontario Power Authority (OPA) to launch a search for a new site in the western GTA. "I think everybody should be (considered) because Mississauga already has one. If you're going to spread it around then Etobicoke and Oakville should take their share," said McCallion at a press conference Thursday. "If a power plant isn't good enough for Mississauga, it's not good enough for Oakville," said Burton. OPA spokesperson Shawn Cronkwright said the search will be focused on southeast Oakville, southern Mississauga and southern Etobicoke. Later this year, the OPA will issue a request for qualifications from potential operators who have the technical and financial abilities and the experience to take on such a project. The plant would produce 850 megawatts of electricity and serve the entire southwestern GTA. The Lakeview coal-fired plant was closed in 2005 after operating for more than four decades. McCallion said there's already a proposed power plant for Mississauga. Eastern Power has been granted a contract by OPA for a 280-megawatt gas-fired plant at Dixie Rd. and Queensway E. That "Greenfield South" project is a headache for Mississauga residents without having a bigger plant foisted on them, said McCallion. Greenfield South "is in a very unacceptable area and is strongly opposed by the citizens," McCallion said. "We are prepared to make our contribution toward the need for electricity in this area, but the plants have to be in the right location ... They can't just pop up all over," she added. "That's not-in-my-backyard stuff. We have 750,000 people here ... I think we should be doing our share as long as it doesn't destroy a beautiful area," said Mississauga Councillor Carolyn Parrish. "The people who say we don't want any power plants in Mississauga are not being realistic. I think you have to produce what you use," she added. Parrish said there's an obvious site for an 800-plus megawatt plant in Mississauga. New York-based Sithe Global Power has been working for nine years to create an 825-megawatt plant on Southdown Rd. in Clarkson, she noted. It has already purchased the site, poured $20 million into the project and held community consultations, she noted. Though a lakefront site, it's in a heavily industrialized area, Parrish said, adding that there isn't a significant number of houses nearby. But McCallion pointed out that Clarkson airshed studies undertaken by the province show the air quality in that part of Mississauga is already compromised. Parrish responded that the stacks proposed by Sithe would be high enough not to impede local air quality. As well, they would be equipped with state-of-the-art scrubbers and other technology that could conceivably make the air emitted cleaner than that going into the plant.
