I like to quote what I can Maxwell's Hammer: if you cannot count it or measure it, you cannot know what you are talking about. Maxwell was a famous physicist, but the same concept applies to business and government. That's why after becoming Mayor we launched the Mayor's Quarterly Composite Leading Indicator of the Economic Health of Oakville, which is still in positive territory, 12 points over its baseline 2006 starting point. Oakville's economy also has very promising prospects including increases in new prime quality office space. As well, Ford has launched an exciting and successful new vehicle and added it to the production of its Oakville Assembly Plant We are also in the middle of our transition of the Town to Performance-Based, Program-Based financial management ("PB2"), joining leading corporations and governments outside of Canada in the use of leading edge value/results fiscal planning and management. When we complete the transition and training in 2010, Oakville will be the first and only government at any level to be operating with PB2. PB2's main benefit is the identification, measurement and management of efficiencies and productivity.
