When the train arrived at the Exhibition GO Station, the Liberal leader disembarked and before a crowd of around 100 supporters showed that his dedication to public transit and Canada's infrastructure was not limited to merely riding a train. "We Liberals know that infrastructure investment is a national issue and it should be treated as a national economic investment to keep Canada competitive," said Dion. "A Liberal government will be a willing partner in mega projects like an east/west energy grid, an Atlantic Energy Corridor, a carbon capture and sequestration pipeline between Alberta and Saskatchewan and high speed rail links in Canada's busiest commuter corridors." Dion went on to note that such goals cannot be achieved without working together and said that a Liberal government would do its share through a threepoint plan to inject billions of dollars into cities and communities. The first step, said Dion, would be to change the way the federal government manages unanticipated surplus funds, so that the money is invested towards Canada's infrastructure deficit and not just to pay down the national debt. The second step would see the creation of an infrastructure bank that would provide all levels of government with low cost financing for infrastructure products. "Canadians across the country would have the opportunity to participate in the bank's green projects through the purchasing of tax-free `Green Bonds,'" said Dion. The third step in Dion's plan would see the federal government invest $70 billion into city and community infrastructure over 10 years. "We don't need vaguely defined priorities. We don't need meaningless photo ops to look good. We have to deliver the goods," said Dion. "Instead of vague priorities, we offer clear priorities; instead of delays, we will fast track. Investment in infrastructure, after all, is an investment in our economy. The priorities listed by Dion included: $8 billion that would go towards a national transit strategy, $3 billion for athletic and recreational facilities and $10 billion earmarked for strategic infrastructure projects, which would include such things as sewage treatment systems and clean energy grids. The announcement came as welcome news to Brown, who noted Oakville has no shortage of need for infrastructure investment. "I have heard the mayor of Oakville say that he could do his job a lot better if he had a real partner in Ottawa and he said he doesn't have one right now," said Brown. "This kind of big infrastructure announcement is exactly the news the mayor and the council of Oakville have been waiting for to get things moving on the infrastructure of Oakville." Besides outlining his plan, Dion also took the opportunity to bash the prime minister, blaming him for the economic woes currently facing the country. "In recent days our stock market has been volatile, but this is not our only economic problem. So far this year, Canada has the worst performing economy in the G8. We have had nine months of falling labour productivity and this summer we saw our worst month of job losses since 1991, since Brian Mulroney," said Dion. "Stephen Harper has allowed our economy to hit a brick wall. This week Stephen Harper finally took off his rose coloured glasses, for a brief moment. He said our economy has problems. For just this once I agree with Stephen Harper, our economy has problems. One of these problems is Stephen Harper."
