Two other waste collection changes were endorsed by the committee -- one to suspend bulk waste collection for four weeks in spring 2009 to address heavy yard waste volumes and the other to make minor adjustments to collection area boundaries in Burlington, Milton and Oakville. About 10 per cent of the daily waste volume would be shifted from one week to the next in the Oakville (Tuesday) and Burlington (Thursday) collection areas. In Milton, boundaries would change in the new subdivisions in west Milton, south of Derry Road. The boundary changes wouldn't impact residents' current waste collection day and would take effect February 2, 2009. Affected households will be notified in the 2009 waste collection calendar, by a hand-delivered flyer, public service announcements and the Region's website, www.halton.ca. New program seeing success The committee learned from staff that since the new waste management program was implemented in April, the Region has seen an 18-per-cent increase in Blue Box materials put out by residents, or an extra 550 tonnes a month, more than 2,000 tonnes of GreenCart materials collected each month and a 31 per cent decrease in residential garbage at the curb. This equates to about 13 fewer loads of garbage per day are going to the landfill. This means the Region is well on its way to reaching its 60 per cent waste diversion, with a 55 per cent diversion rate projected for this year. Staff also presented the results of a waste study it conducted this past summer to the committee. Over a four-week period of analyzing the same group of houses, staff found that 90 per cent of the households used their Blue Boxes and 73 per cent used their GreenCarts, with the latter number being broken down to 79 per cent in the urban area and 61 per cent in the rural area. Also on the waste management front, the committee heard from Burlington resident Bob Turnbull, who asked that the committee and staff assess the merits of implementing Blue Box collection by the Region for the industrial-commercial-institutional (ICI) sector. Currently, most ICI businesses that want Blue Box pick-up have to hire a private waste management firm. Burlington Councillor Jack Dennison directed staff to review and report back in February 2009 on providing full recycling service to the ICI sector.
