The Halton-Hamilton Source Protection Committee has released the Draft Tier 1 Report for the Halton and Hamilton Region Source Protection Areas. The Source Protection Committee guides the development of source protection plans for drinking water. It also works to ensure all relevant information is taken into account when protecting municipal drinking water sources. The Source Protection Committee's mandate is to develop a trio of documents that will be the source protection planning process. That includes Terms of Reference, an Assessment Report and a Source Protection Plan. The Tier 1 Report is a foundation document for the Assessment Report. The Assessment Report is due a year after the Terms of Reference are approved -- they were submitted to the Minister of the Environment on Oct. 20, 2008. A Tier 1 investigation determines whether municipal drinking water sources in the Halton Region Source Protection Area and Hamilton Region Source Protection Area are `stressed' with respect to the quantity of water estimated to be available. The primary objectives are to describe the general nature of the surface and groundwater systems and to identify subwatersheds that show `significant' or `moderate' water quantity stress. A key finding in the Draft Tier 1 Water Budget Report is that the subwatersheds that contain the Greensville, Carlisle, Campbellville, Kelso and Walkers Line municipal well fields are at times under stress -- and a more detailed hydrological investigation is recommended for the areas. The Draft Tier 1 Reports are available online at www.protectingwater.ca.
