4 - The Oakville Beaver, Friday February 20, 2009 www.oakvillebeaver.com Councillors wary of gas-fired power plant The Ontario Power Authority (OPA) has yet to announce where it plans to put an upcoming natural gasfired electricity generation plant, but the Town of Oakville is already bracing itself. Councillors accepted a report on the current status of the project, during Tuesday night's council meeting, and requested more detailed explanations on the effect the plant would have on nearby residents. The OPA is currently looking at three potential sites -- southeast Oakville, southern Mississauga and southern Etobicoke -- for an 850 megawatt power plant to serve the entire southwestern GTA. To date, the OPA has qualified four firms, which have the technical and financial abilities and the experience to take on the project. They include Invenergy Canada Development Partnership, Northland Power Inc., Portlands Energy Centre LP and Sithe Global Power Southdown ULC. The OPA is scheduled to award the contract for the building of the facility in July 2009 with the project expected to be complete by December 2013. As the effect on air quality is a major issue surrounding the construction of the plant, it was a key point tackled in a report released to the Town by the OPA. The report -- The Air Quality Assessment-Technical Report (Local Effects of the Displacement of Coal with Gas-Fired Generation -- sought to predict air quality changes in the southwestern GTA where a natural gasfired plant might be located. The report noted that `over the area in proximity to a natural gas-fired power plant the air quality changes in annual average concentration levels are small relative to the current levels.' The report also found that `residents living within close proximity to gas-fired generating stations will not see a change in their health status.' However, on the recommendation of staff, councillors want the Halton Region Health Department to review the study's technical methodology and health assessment conclusions. Staff also voiced concerns that while the OPA is imposing air emissions requirements on the proposed facility, which are more stringent than those under existing legislation, the OPA is not requiring those who will build the facility to adopt any specific design or utilize any particular control equipment with respect to air emissions. Staff further noted the report by the OPA mentions nothing about fine particulate matter control issues or requirements. As the Town's Official Plan and Zoning By-law provisions with respect to power generation facilities have not been updated in many years, council passed an amendment calling for staff to develop policies with respect to power generation plants within the framework of the official plan. Amendments were also passed that required the location of power generation facilities to be considered premature until this above study is complete. The Town also called on staff to draft an amendment that would remove existing permissions for power generation facilities from the Town's Zoning By-law until such time as the above study is complete. The Town of Oakville is seeking public input on potential amendments to the Sign Bylaw regulating billboards at two public meetings scheduled for the last week of February. Meetings are in response to a recent Court of Appeal decision and will focus on visibility issues, restrictions regulating sign (billboard) locations, signage on major north-south roads and criteria for multiple signs on larger properties. In November 2008, a Court of Appeal decision found portions of Oakville's existing Sign Bylaw regulating billboards to be an infringement on the right to freedom of expression that could not be justified under the Charter. The public meetings are scheduled at Town Hall for Monday, Feb. 23, from 2- 4 p.m., in the Trafalgar Room, and Thursday, Feb. 26 from 7-9 p.m., in the Oakville Room.
