If they reject the offer, the drivers will be on strike as of midnight on Thursday. All students taking First Student Canada school buses in Oakville and Burlington will be affected. In the See Parents page 9 Halton has the highest number of confirmed H1N1 influenza cases per capita in Ontario -- with the majority of cases in Oakville. Dr. Bob Nosal, Halton Region's medical officer of health, verified this Monday with news of 13 new cases. This brings the total to 56 in the region. "We have the highest incidence rate in Ontario in Halton and given that most of our cases are in Oakville, it is fair enough to say Oakville clearly would Dr. Bob Nosal have the highest incidence rate of this infection in Ontario," Nosal said. Nosal said it is unclear why H1N1 influenza has been so prevalent in Oakville and Halton compared to other parts of the Greater Toronto Area and the province. "That is the question," he said. "We are getting as many cases as ever reported to us over the last week. We have had three weeks of sustained transmission here in Halton, particularly in Oakville.... What is surprising to me is why we are not seeing this in a lot of other places. We are seeing this in other communities in Halton, but we are not really seeing this outside of the Greater Toronto Area." And there are likely more people with the virus in Halton because not everyone with symptoms is going to a doctor to get tested, he said. "Clearly, there are significantly more cases than the 56 that we're reporting, but not everyone is going to go to a physician, not everyone is going to get a nasopharyngeal swab," he said.
