Sithe Global is proud of the social and environmental leadership we have shown in our efforts to pursue a modern and progressive design for Southdown Station since it was first conceived 10 years ago. The sophisticated station site layout we are proposing would set a new standard for development of this industrial area and we remain committed to employing the best available emissions control technology. Since Southdown Station obtained its required environmental approvals in 2002, the policy and regulatory environment surrounding new generation development has changed dramatically. The OPA, a crown corporation formed in 2005 charged with ensuring the adequacy of electricity generation in Ontario, now typically offers long-term contracts through a competitive RFP bidding process in order to ensure Ontario's ratepayers receive the best value for any new generating capacity. our original plans to use a state-of-the art air-cooled condenser. While more costly, the air-cooled condenser we planned from the outset minimizes the plant's water use and eliminates any concerns with fogging and groundlevel icing that may arise in connection with other cooling methods. INDSOR D RIVE ROYAL W CNR SPUR WINSTON CHURCHILL BLVD. WINSTON In light of the OPA's RFP specifications, we have carefully re-examined our Southdown Station design to determine if there are changes we could be making to improve our competitiveness or to protect the substantial investment we've made, over the past 10 years, in this Station's design and development approvals. In keeping with our commitment to environmental and socially responsible corporate leadership, we have elected to "stay the course" with a number of environmental controls already built in to Southdown Station's approved design. For example, while not necessarily required, selective catalytic reduction equipment that will reduce smog-causing emissions of nitrogen oxides to a fraction of the allowable standards will remain an integral part of the station's design. To learn more about these Southdown Station emission performance improvements, I am inviting you to an Environmental Update Open House to be held at: Hillside Senior Public School 1290 Kelly Road (Park Royal Community) Wednesday, June 24, 2009 4:00 to 9:00p.m. Respectfully, I am especially pleased to announce that Southdown Station's updated design will further reduce station emissions to levels substantially below those approved in 2002. In addition, after careful study and consultations, we have rejected changes to the plant's cooling system and will maintain Duane E.
