Town initiated amendments for power generation facilities. The purpose of the proposed amendments is to provide policy direction and regulation for how to treat development proposals for power generation including cogeneration facilities. The amendments are the result of a comprehensive town initiated study which looked at various types of energy generation including cogeneration facilities. The study examined a number of subject areas including energy generation technologies, and potential effects and impacts resulting from energy generation facilities such as human health, air quality, and community safety. The study also looked at legislative and regulatory frameworks, the broader policy context, and experiences from other municipalities. The proposed amendments to the towns official plan, zoning by-law, and north Oakville zoning by-law, improve the towns ability to comprehensively assess proposals for power generation facilities including cogeneration facilities to determine their appropriate scale and location within the town. These lands to which the proposed amendments apply are also subject to appeals from the Livable Oakville Plan By-law 2009-112, the North Oakville Zoning By-law 2009-189, and portions of the planning area within the North Oakville West Secondary Plan By-law 2009-014. If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Oakville before the proposed official plan amendment is adopted or before the zoning by-law amendment is passed: a) the person or public body is not entitled to appeal the decision of the Town of Oakville Council to the Ontario Municipal Board; and b) the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party. Any submission to the Planning and Development Council, either in hard copy or in electronic format, must be forwarded to the Clerk's department for receipt no later than noon on the day of the meeting to ensure its availability to the Members of Council at the meeting. Individuals making oral submissions at the public meeting are requested to submit a written outline of the submission to the Town Clerk. Police said at around 2:30 p.m. the man was spotted in the area of Oak Park Drive, driving southbound on Trafalgar Road at a speed of around 100 km/h in a 60 km/h zone. According to the police, as a Halton police officer followed, with his emergency lights acti- vated, the vehicle was observed rapidly and repeatedly changing lanes in order to avoid other cars driving the speed limit. After cutting off one vehicle and nearly skidding into the intersection of Trafalgar Road and River Oaks Boulevard the man was finally pulled over by police. Police said the man explained he was on his way to pick up his girlfriend and was in a rush and flustered because she kept calling him. The motorist was charged with stunt driving meaning his drivers licence was suspended and his car was seized on the spot for seven days. He also faces a charge of careless driving.
