Sparling said the area near the inter- section of Kerr Street and Speers Road is in deep need of investment, but said for decades it has been neglected in favour of other projects like the Midtown Core. If Oakville is the most livable town in Canada, then, in my opinion, Ward 2 is the least livable part of that town, said Sparling. Several people have said to me that if they wanted to put the power plant on Kerr Street there probably wouldnt be the hallabaloo thats going on right now. Thats sort of a joke and its sort of funny, but at the same time its not because the perception around town is, Well just throw all the crappy stuff over there (Kerr Street). Thats going to happen no longer. Sparling, who operates a promotional marketing firm, said he would use his skills as a super salesman to show the town just how much Kerr Village has changed over the years and what it has to offer. He said he would convince the town that Ward 2 deserves more investment, so it can become more prosperous and better contribute to the town. Sparling also talked about the impor- tance of developing something contempo- rary, fashionable and desirable for Ward 2 at the Oaktown Plaza site. Beautification and utilization of the west side of Oakville Harbour was listed as another priority. In addition to his promotional busi- ness, Sparling is also the Vice President of Business Development at Encore Cinemas. He served as Oakvilles Ward 4 Regional Councillor from 1991 to 2000 and has also served on the Oakville Economic Development Alliance Corporation, a group created to market Oakville and improve economic activity. Sparling has also made improving Oakvilles quality of healthcare a priority and has served on the advisory boards of the Halton Healthcare Foundation, the Oakville-Trafalgar Memorial Hospitals Board of Governors and has served as a director for the Ontario Lung Association. Sparling has also been involved with a number of non-profit organizations including the United Way, the Halton Housing Corporation and the Oakville Santa Clause Parade. Sparling has lived in Oakville for 31 years and has been involved with Encore Cinemas business, located in Ward 2, for several years moving to Ward 2 in 2010. Sparling has two teenage children.
