Burlington-based Refresh Foods cur- rently charges $500 to $3,800 for 2,500 to 20,000-pounds of fresh food, which it dis- tributes to 13 member agencies in Halton. But according to Refresh executive director, its looking at ways to eliminate those fees. We dont want an agency, if they can use more food, held back because of member- ship fees, said Charlotte Redekop-Young. The issue was brought up this past sum- mer when some regional councillors ques- tioned the need for membership fees. Regional staff presented a progress report on Refresh during Tuesdays health and social services committee meeting, but Oakville Mayor Rob Burton said councils initial concern wasnt addressed in the report. This is a policy issue, he told the com- mittee. How can we give tax money to a private group with paid staff, who then charge taxpaying volunteer agencies extra to get the benefits that we fund with their money. Refresh was given $160,000 through the Halton Region Community Investment Fund and just under $20,000 was raised through membership fees in 2009/10. The projected cost of program during that same time is $192,029, which goes toward paying staff and maintaining the distribution ware- house and a truck with a refrigerated box. All the food is donated by food distributors. Redekop-Young said the organization is looking for a long-term funder to replace the revenue raised by membership fees, but in the meantime, the fees will continue. A September report released by Refresh states between October 2010 and September 2011, while replacement funding is being sought, the organizations board of directors will take into account extenuating circum- stances if a member agency is having trou- ble paying its annual fee. Redekop-Young said a member agency has yet to ask for a break in fees. She said Refresh is once again applying for funding through the community invest- ment fund, but wont find out until the new year if the funding is approved or for what amount. During the meeting, regional CAO Pat Moyle suggested that attaching conditions to the funding could be a possibility. Refresh Foods looking at ways to eliminate fees
