Oakville Town council passed a motion, this past June, for staff to draft a bylaw ban- ning possession, sale, distribution and con- sumption of shark fin and shark cartilage products in Oakville. The motion to draft the bylaw was brought forward by Damoff. Toronto and Mississauga are also pursu- ing similar bans after Brantford had passed its own in May. A Wednesday staff report to Mississauga city council stated only the federal govern- ment can prohibit the consumption and sale of such products. Regardless of what the Mississauga report says, Damoff isnt worried about Oakvilles bylaw proceeding. I dont anticipate any issues whatsoever and quite frankly there may be no issues in Mississauga, either, Damoff said. Municipalities have broad powers to regulate consumables. Smoking is one example. Furthermore, Mississauga staff person- nel were asked to provide a report to coun- cil, whereas Oakville staff members were tasked with drafting a bylaw for passing. My motion, and it passed unanimously, was for staff to draft a bylaw and it was pretty clear what was in it. It may change slightly, but we didnt ask them to come back with a report to say if we can or cannot do it. We unanimously said, draft a bylaw, Damoff said. Councillors can choose to accept whats in a staff report or not accept whats in a staff report. Damoff added that shes not sure about the possibility of banning shark cartilage products. Im not sure that part is enforceable and that part may be removed when it comes back to us, she said. The shark fin, I dont think there will be any issue what- soever.
