The Town of Oakville is in a strong and stable financial position, said Burton. Our credit rating is triple-A. Our reserve funds are at historically high levels. Our tax- supported debt is low relative to our capacity. For the fifth year in a row, we have received a clean audit from our auditors. The overall property tax increase for 2011 was 2.6 per cent, which was below inflation. At .96, Burton said, the Towns tax rate continues to be one of the lowest in the GTA. He acknowledged that at .79, Torontos tax rate is 20 per cent lower, but said the city could afford to do this because it receives subsidies from Halton, Peel and York. The Towns environmental work also boasts accomplishments with Burton point- ing to Oakvilles Health Protection and Air Quality Bylaw, which aims to restrict the amount of pollutants Oakville industries can release. Our new do no harm Official Plan poli- cies and regulations for assessing infrastruc- ture applications in our town have created a level of protection no other community has, said Burton. These measures will be our key tools if anything like the 950-megawatt power plant ever were to come in our direction again. Burton pointed to Oakvilles Energy Management Plan, participation in the Provinces Oakville-Clarkson Airshed Air Quality Pilot Project and the efforts being taken to combat the Emerald Ash Borer as additional evidence of the Towns concern for the environment. On the job front, Burton said Oakvilles liv- ability has served the community well in bringing new businesses here even when it is more expensive for them to do so. Siemens Canada has broken ground on its new Canadian corporate head office, which is expected to bring 800 jobs to Oakville. Canadian Tire and Javelin Technologies have also recently opened new offices in Oakville. There will be more, said Burton. For projects on the horizon, Burton dis- cussed the revitalization of Centennial Square and the launch of Phase 2 at North Park. This portion of the North Park project will see the construction of a community centre, a library facility and possibly a 50-metre swimming pool. Phase 1 involved the construction of the Sixteen Mile Sports Complex. The next three years will also see public consultations take place to determine the future of such surplus public sites as the existing Oakville hospital lands, post office lands and five former school sites. We are on the right path for Oakville, said Burton at the close of his speech.
