Town Council voted Monday, to pass a bylaw forbidding on-street parking on both sides of Darlington Trail during the school pick-up and drop-off times of 7:30 a.m. to 9:30 a.m. and 2:30 p.m. to 4:30 p.m. The prohibitions do not apply to weekends or months when there are no classes. Those who supported the bylaw were made up of Darlington residents who argued the onstreet parking ban was needed for a number of reasons. Primarily it was argued because the daily congestion and heavy traffic flow through Darlington was creating an unsafe situation for children who were sometimes picked up and dropped off in the middle of the street. "This issue is clearly about safety versus convenience. The safety of the residents of Darlington Trail versus a more convenient `kiss and ride' option for a select group of Joshua Creek Public School parents," said Joe Madill. "The problem started soon after the 2008 extension to Joshua Creek Public School. All too often, parking of up to 25 cars at a time was taking place on both sides of Darlington Trail, thus causing myriad safety and other related problems. What started as a nuisance evolved into serious safety concerns for the residents of Darlington Trail. In particular, we were concerned the daily parking lot on the street provided a means for strangers and predators to hide in the crowd and scope out our properties as well as the before- and after-school routines of residents and our children." Those opposed to the bylaw also voiced numerous arguments including that Darlington Trail is a public street and, as such, parking there should not be banned to people who do not live there. Others argued a lack of parking space in the school's parking lot meant parents had no choice, but to use surrounding streets to drop off their children.
