Halton Catholic District School Board facilities management superintendent Giacomo Corbacio said the entire $22.5 million price tag -- from the project that took nearly twice as long as first expected -- could be covered through additional Ministry of Education grants and use of the board's school renewal reserve funds. Almost half of the project's budget, $11.2 million, is being covered through school renewal reserve funds. The price tag is 15 per cent, or $3 million more than estimated in November 2010. It's more than 30 per cent -- $5.5 million -- higher than the May 2010 budget estimate of $17 million. "As the project was entering its final stages and the completion and reconciliation of project costs was being finalized, the true magnitude of the actual costs that exceeded the budget estimate became evident," stated a report Corbacio put before trustees at a Dec. 4 board meeting. Corbacio said a number of factors resulted in the Nottinghill Gate high school's rebuild going from a projected 17 months of construction to an actual 30 months, nearly double. "As the project was entering its final stages and the completion and reconciliation of project costs was being finalized, the true magnitude of the actual costs that exceeded the budget estimate became evident... there were architect, structural, mechanical and electrical drawing errors and omissions that resulted in additional project costs... There were numerous co-ordination issues with the existing facility conditions not matching the existing building drawings, and the co-ordination of the existing condition to the new design drawings resulted in construction challenges to be resolved," stated Corbacio's report. Noisy construction was stopped at times to accommodate student learning and other school-based activities, causing further delays, with more nighttime and weekend work needing to be done. Student trustee Jarrod Baddeliyanage, who attends St. Ignatius of Loyola, told the elected trustees and staff at the board meeting the school's construction delays caused a lot of consternation. "A lot of people have expressed a lot of frustration with the construction (length)." In his report, Corbacio acknowledged the strain wrought by the extended building period. "Staff is very appreciative of the resiliency of students, staff and parents... The extension of the originally scheduled completion date of the addition and alteration work only exacerbated the situation...." The report recommended that new School Condition Grant money from the province for 2011-12 and 2012-13, worth $3 million, be used to cover the Loyola budget overrun. Trustees voted in favour of using $3 million in new government grants and also $4.2 million in new school renewal reserve funds toward the costs of the Loyola reconstruction.
