Halton's top earners remain the same faces continued from p.1 Horwath says it is still too high and is calling for a capping of publicly-paid executive salaries at double the salary of Ontario's Premier. The Premier of Ontario currently makes $209,000 a year. "We need a hard cap on CEO pay in the public sector," said Horwath. "Money that should be going to frontline health care or lowering tuition fees, is being spent on CEO salaries, and that's not fair for families who are struggling." "Our board pays a lot of attention to compensation and our goal is that we both attract and retain the best talent we can. It's important to us to be competitive in what we pay and we believe that is where we're at," said HHS board chair John Fleming. "Hospital management is complex and changes rapidly. That's particularly true in the case of Halton Healthcare where we have so much physical change going on with the construction of the new Oakville hospital -- one of the biggest hospital construction contracts ever in Ontario. "We have a fairly significant capital project going on at our Georgetown site and we're pretty far advanced now in the planning for a significant expansion in the Milton District Hospital. So all of this, in addition to all the complex parts of running a big health care organization, make John's job that much more demanding and challenging." Fleming said the board pays attention to the other hospitals in the area that are of comparable size and complexity to make sure they are competitive in the marketplace and are not paying their executives too much or too little. He also pointed out that Olireward performance. The Town of Oakville studies the compensation market to ensure we are competitive and able to recruit highly skilled staff." Town of Oakville Chief Administrative Officer Ray Green was again the highest paid Town employee receiving $212,111.55 in 2012. Oakville Commissioner of Infrastructure Services David Bloomer, Commissioner of Planning and Development Jane Clohecy, Commissioner of Corporate Services Gord Lalonde and Commissioner of Community Services Domenic Lunardo tied for second highest paid -- each receiving $194,668.22 in 2012. Once again, being mayor didn't mean making the most money in Town. Oakville Mayor Rob Burton received $168,859.21 in salary and taxable benefits for his work as both Oakville's mayor and as a regional councillor. Halton Region had 391 employees on the Sunshine List, up from 339 in 2011. A total of 283 Halton Region employees made the list in 2010 with 209 on the list in 2009. "Halton Region is a growing and dynamic organization," said Mary Killeavy, Halton Region human resources director. "Employees are reported based on the provincial requirements and the number of employees changes every year based on a number of factors including: staff turnover, new positions, hours of work, negotiated terms with employee union groups and pay for performance." Halton Commissioner & Medical Officer of Health Dr. Robert Nosal ranked as the highest paid Regional employee with ployees. Halton Police Public Affairs Officer Sgt. Dave Cross said the number of police employees on the list could be attributed to operational overtime, paid-duty wages and a negotiated salary increase of 2.8 per cent. He also pointed out paidduty wages are not paid by tax dollars, but rather are funded by private external sources (e.g. officers hired to escort a funeral procession). HHS had 89 employees on the Sunshine List for 2012, up from 80 in 2011, 77 in 2010 and 71 in 2009. Oliver had the highest salary and benefits in this category, followed by Martin, with HHS Executive Vice President Denise Hardenne having the third highest, with $310,302.44 in salary and taxable benefits. Several other HHS vice presidents also made the list. HHS employees who made the 2012 list included 16 registered nurses and two nurse practitioners. Sheridan College also saw an increase in the number of employees on the list with the total moving from 221 in 2011 to 260 in 2012. Zabudsky was the highest paid employee at Sheridan College, followed by Provost & Vice President Academic Mary Preece who received $223,822.29 in salary and taxable benefits. Vice-President Ian Marley had the third highest salary and taxable benefits at $219,616.14. The Halton District School 5 | Friday, April 5, 2013 | OAKVILLE BEAVER | www.insideHALTON.com John Oliver ver's salary barely moved over the last few years because HHS is abiding by a provincial statute, which freezes the salaries of Ontario healthcare service CEOs until the provincial budget is balanced. The Sunshine List shows HHS also employs the second-highest paid public sector employee in Halton with HHS Chief of Staff Lorne Martin receiving $428,040.94 in salary and taxable benefits in 2012. Sheridan College President Jeff Zabudsky was the third highest paid in Halton, receiving $378,868.65 in salary and taxable benefits. A total of 121 Town employees made the list in 2010 while 118 made the list in 2009. "The increase in the number of staff (on the list) over the last year is the result of staff progressing through their salary ranges as well as negotiated contract settlements," said Elizabeth Bourns, director of human resources for the Town of Oakville. "Our compensation philosophy is to remain competitive and Dr. Robert Nosal $312,048.05 in salary and taxable benefits. Regional Chief Administrative Officer Patrick Moyle was the second highest paid with $288,932.62 while Assistant Medical Officer of Health and Director of Chronic Disease and Oral Health Dr. Monir Taha had the third highest Region employee salary and taxable benefits at $273,144.20.
