It w as the fourth such attem pt to find a m ediated solution to the stalem ate that saw EAs hit the picket lines on Oct. 7. H alton school trustees ratified the deal at a special board meeting M onday night. T he tw o-year pact is retroactive to Sept. 1, 2002 and runs until Aug. 31, 2004. In straight salary increases it is w orth about 6.5 per cent, said Dawn Beckett-M orton, lead negotiator for the H alton board. There is a three per cent raise for EA s back to Sept. 1, 2002 and another three per cent bum p for Sept. 1, 2003. T h ere are additional 0.25 per cent increases on Feb. 1, 2004 and Aug. 31, 2004. The board also agreed to increase the E A s' paid w orkday to six hours from 5 1/2, a key com ponent sought by the EAs. T he em ployees also will get four professional developm ent days annual ly, up from one. B eckett-M orton said there is no change to the allotm ent o f sick days, another key concession being sought by EAs. Last w eek the board had offered to tack on a third year to its latest contract offer. It w ould have paid three per cent in each year. T he president o f the Halton District E ducational A ssistants A ssociation, Lynne Gurzi, w as not available for com m ent on the new deal. B eckett-M orton said the final round o f negotiations was long and intense but never seem ed in peril o f falling apart. "We were all w orking pretty hard and no one was losing their cool," she said o f the marathon bargaining efforts o f both sides and the tw o m ediators. M ore than 100 elem entary and high school students with extensive em otion al, physical and/or academ ic needs, w hich are norm ally handled by an EA, had to be kept out o f school on a daily basis during the strike. H undreds more special needs kids in H alton's public schools went w ithout EA support in schools during the labour stoppage. The Halton board serves about 1,500 special education students around the region. That num ber does not include pupils in primary grades or large classes in ele m entary and high schools w ho also get the help o f EAs. Beckett-M orton said the E A s' and held-back-students' first day back to schools on M onday w ent well. T h e last em ployee group at the Halton board now w orking w ithout a new contract is the elem entary panel o f occasional teachers. Beckett-M orton said the tw o sides will have their next negotiation session in December. T he Halton elem entary occasional teachers union has 532 m em bers.
