The land is legally described as Block17 of Plan 20M-657 and Blocks 19 and 29A of an approved draft plan 24T-92005. Block 30 is located at the southeast corner of Taunton Road and Hays Boulevard. O fficial Plan - Figure P, Uptown Core Community, designates the subject land Central Retail Area and Mixed Commercial Residential. Zoning - Blocks 19, 29A and 31 are zoned UCC3R, Commercial Residential Mixed Use Zone, with a Holding Provision pertaining to the provision of water and waste water services, sufficient water supply for fire protection and determination of the location of a Transit Terminal. Block 30 is zoned C3 and the Holding Provisions do not presently apply to Block 30. Proposal - The applicant has requested removal of the Holding Provision on the subject lands to permit construction of a 4 storey office building on Block 17 and a public lane on Block 19 to service the proposed Regional seniors' home. Parking for the office building will be provided on a portion of Block 29A. The Town of Oakville has requested that the Holding Provision be applied to Block 30 to protect alternative locations for the future Transit Terminal. Fundmonitor.com has released some of its findings with respect to mutual fund investing. The conclusion is sim ple; funds do fine but investors don't. The reason is that investors either buy high, sell after a sharp downturn or worse, both. The only way to partici pate in good long-term returns is to invest and stay invested for the long term. We know from stock market pat terns that have occurred over the past 200 years that investments are volatile. Some years they go up and other years they go down. Allowing investor emotions to get involved often leads to poor investment decisions. Only 6 per cent of those invested in Canada's largest funds managed to match or outperform the fund's 10-year rate of return as of September 2002. Fundmonitor.com gives an extreme example of the very popular and wide ly held AGF International Value Fund. The fund gained 13.5 per cent per year over ten years however the investors surveyed only man aged to get returns of 4.9 per cent. The fund posted huge gains during the 1990s. Due to these gains new money flooded in over the past few Peter Watson years but the last two years have been disappointing. Investors' poor performance has lit tle to do with the fact that we are in the worst investment period since the 1930s and the Great Depression. Fundmonitor's survey is just the most recent example of research that validates the "buy and hold" invest ment approach. Similar results have come from U.S.- based research done during the 1990s and Duff Young, who is the principal of Fundmonitor.com, has released similar findings for Canada on previous occasions. So the question is how to ensure we do not mismanage our portfolio? The key is time. Time can be your ally and it also can be the enemy. Over the last two centuries there has never been a time that the stock market has not recovered all of its previous losses and gone on to record new highs. You should be fine if you have the time to wait out downturns and most investors do have the time since few will need all of their money in the near future. One solution is to divide your investments into three time categories based on when you need the funds; short-term for needs within three years, medium term from three to seven years and long-term for anything longer than seven years. Short-term funds should not be risked in a stock market decline as there is often not enough time to recoup your losses and therefore should be invested in guaranteed investments. Long-term needs should be funded by long-term investments, which nor mally require this part of your portfolio to be largely equity based. The intermediate portion of your portfolio should be a combination of guaranteed investments and equities based on your financial objectives and risk tolerance. If you are successful at managing the time element of investing, you have a better chance of being a successful investor. Properties 1046, 1056, 1102 and 1112 Linbrook Road are designated as Residential Low Density, which permits a " Private School" . Zoning - The site is zoned R01 - Detached Dwellings. Proposal - An application involving a Zoning Amendment has been submitted to allow the expansion of the Private School onto four abutting properties (1046, 1056, 1102 and 1112 Linbrook Road). Dwellings on 1046 and 1112 Linbrook Road will be demolished in the future to accommodate the development. The vacant lands at 1056 and 1102 Linbrook Road will also be used as part of the future expansion of the school. The expansion will include a playing field, new gymnasium addition, senior/junior kindergarden addition and increased parking to allieviate traffic concerns on Linbrook Road. The R01 zone permits a private school provided it fronts on a street having a road allowance of at least 20 m, Linbrook Road does not have the requisite width in certain locations, hence relief is being sought from this provision for all five properties.
