The public is invited to attend the Coffee House/unveiling, which will include music and refreshments. Cost is $3. The Town of Oakville is considering a policy for the retrofit of noise attenuation walls on properties adversely impacted by noise from the Town's major roads. The consult ing firm, Marshall Macklin Monahan Ltd, has been engaged by the Town determine the candidate sites for the retrofit of noise walls based on the following key criteria: 1. Noise levels from road traffic exceed 60 dBA in the outdoor living space averaged over the daytime 16 hour period, 2. Noise prediction is derived from the Ministry of Environment computer model, 3. Noise attenuation wall must provide a minimum of 5 dBA reduction, 4. Noise attenuation policy would apply to single, semi-detached and row town house properties backing onto the Town's major road system. When approved by Council, the policy will allow residents to petition the Town to construct a noise barrier. Following a detailed engineering report confirming the noise attenuation effectiveness of the wall, and subject to the approval of funds in the Town of Oakville Capital Budget, the Town would then construct the noise wall with the homeowner contributing 25 % of its cost. The homeowners contribution would be collected under the terms of the Local Improvement Act. Future repairs and mainte nance of the wall would be the Town's responsibility. This draft policy and the financial arrangements are similar to the recently approved Region of Halton Noise Abatement Policy for Regional Roads. Eng., Director of Public Works YOU CAN MAKE A DIFFERENCE avid Caesar is passively fighting for appreciation appreciation for his artwork and for the environment. So, what better place to have his first solo art exhibition than at the Oakville Community Centre for Peace, Ecolo gy and Human Rights? In fact, the Peace Centre, as it is affectionately known, is the canvas for his first public acrylic painting - a mural titled Encroachment. The 26-year-old says Steve Dankowich, executive director of the Peace Centre, asked him if he'd paint a mural on the south wall of the cen tre at 148 Kerr St. Dankowich requested he reproduce Pablo Picasso's Guernica, a blackand-white illustration o f the horrors of war. Caesar, however, did not want to duplicate another artist's work, and ultimately decided on a 14' by 8' land scape that looks like it could be a scene from any country - a serene countryscape that juxtaposes a fawn with a discarded paper coffee cup in the foreground - nature and its 21st century enemy. "It's simple. I'm a realist painter, and the deer is something .that we Oakville Town Council invites you to volunteer your skills to assist it in its decision making. Every year. Council appoints citizens of Oakville to various committees, boards and authorities that make decisions on issues effecting Oakville. If you apply, you could be selected to share your ideas on matters like heritage buildings, public facilities, or community services. It is Town policy that a citizen can only serve on one committee at a time. I f you apply and are accepted to serve on a second committee, you must resign from the committee you are currently serving on. WHO IS ELIGIBLE? have in this area,"explains Caesar, adding that the mural took a couple of months - about 50 hours - to com plete. "The deer is based on a photo graph that a friend o f mine sent me." Caesar, who says he's been draw ing since he was a toddler, graduated from Sheridan College's Illustration Program in 1998. "I was going to go along the main stream illustration route, but I decided that it was a bit too meaningless for me. I wanted to be able to say some thing with my work," he says, explaining that trips to the cottage as a youngster with his father fostered an appreciation for nature. "It's some thing that I've always felt strongly about it...It's a very fundamental thing in our lives. To me there's noth ing as important as the environment." Then one day he walked into the Peace Centre and learned to appreci ate the environment in a global con text. He refers to Dankowich as a ver itable encyclopedia on world issues and has nothing but praise for the cen tre that has not only raised his aware ness of global issues but has encour aged his curiosity and his talent. "This is my first solo show and I'm really flattered that it is here, as opposed to a gallery. This place is really important to me and to Oakville as well," says the young artist, not ing that the mural is his first "good painting in acrylic." He usually works in watercolour because it is a quicker, easier tnedium. But he also does a number of pencil portraits. "The purpose o f my artwork is to explore how people are becoming less connected with the natural world. Sometimes I like to celebrate how we are connected, and sometimes I like to portray how that connection is disap pearing," he says. Caesar will be featuring a number of his original paintings at the official unveiling of his mural tomorrow (Thursday) between 7 and 10 p.m. Although his originals will be on dis play, they will not be for sale. "I'm not selling my paintings because I want to build up a portfolio. Someday I would like to have a oneman show in a gallery and I would have to have about 40 pieces," he explains. "I want to make a name for m yself in the art world, so they can be sold for a substantial amount of money." However, the upcoming artist will be selling high quality photo copies of his 11" by 17" originals at tomorrow's unveiling, with half the proceeds going to the Peace Centre. Since the unveiling is being com bined with a Thursday night Coffee House, which includes music, organic juices and cheese, a $3 cover charge is requested.
